Hopefully there’s something to learn or gain from this. This is a snippet of my knowledge about foams I use for costumes. This doesn’t cover all types of foams that can be used, ( but a good majority) Nor does it cover all the ways to use it, there’s countless methods undiscovered.
If you’ve never played around with foam before, I’d highly recommend getting a scrap piece from someone that is giving it way or selling it. Play around with it, cut it, shape it, pinch it. Before trying to make a costume with it.

is there any kind of foam that is okay for costumes, but that will not deteriorate over time? I find the thought of my paws and faces melting away into thin air be alarming...
The universal upholstery foam can withstand its shape for several years before it deteriorates too much to the point it should be replaced. You wouldn’t need to worry about anything melting unless fire was involved, and yes with flammable materials it would be alarming.
I've found that sealant foam (well expanding foam, anyway. That's the same thing right?) is useful as a light weight core to build upon. It's less prone to denting and crumbling if you coat it with something more rigid on the outside. As far as durability goes, sure it will probably break if you fall on it, but it can take some knocking around. I made this dragon sculpture out of expanding foam and masking tape and have accidentally bashed it into doorways a number of times. >.> It hasn't taken any visible damage.
I think it's a lot easier (or at least less time consuming) to get complex curved shapes with expanding foam than sheets of foam, but that's just me.
You’re right on that, there probably are classified under the same ‘substance’ but it maybe different product names or different companies making the same product.
And yes it can be used for crafts and costumes. There’s pro’s and con’s to using this type of foam for certain projects just like any material out there. And you bring up a good point, it’s best to use some kind of exterior sealant or glaze to aid durability.
